Powder room, small full bath, or small primary bath
Start by naming the room correctly. A powder room needs no bathing area. A small full bathroom needs a tub, shower, or combination plus the waterproofing and drainage behind it. A small primary bathroom may use a similar footprint but include a more involved shower, storage, lighting, or finish package.
That functional difference explains why square footage alone is a weak comparison. Count fixtures, wet-area surfaces, doors and glass, storage, lighting, ventilation, and the condition of what sits behind the finishes.
