Build out and build up are different structural scopes
Building out usually changes the footprint and can require excavation, foundation work, drainage, grading, and exterior restoration. Building up avoids a larger footprint but can require structural reinforcement, roof removal, temporary weather protection, a staircase, and changes to utilities.
